Negative numbers put the VM clock in the past, positive numbers put the VM into the future. After that initial sync, the Guest Additions will periodically by default every 10 seconds adjust the VM clock rate to keep the guest in sync. Those options are configured, as PerryG says, by the commands in section 9.
